WESTON PARISH COUNCIL

 

Minutes of meeting held on Monday 6th November 2023 at Weston Village Hall.

Commenced at 7.30pm.

Present:-                   Cllrs, Dicks, Bunder, Ellis, Higgins, Pratt, Pennington.

In Attendance:-       Dist Cllrs  Woolf, Casson and three members  of the public.

23.173 Apologies :- Cllrs Bellamy, Brotherton, Halgarth.

             Absent :-       Cllr Dark

23.174 Declaration of interest in accordance with the Localism Act 2011

23.175 Minutes of Parish Council Meeting held on 2nd October 2023

Minutes of the meetings having been circulated were taken as read by the Chairman and signed as a true record.

23.176 Public Forum

A resident Mr Barnsdale spoke to the meeting he said that he had noted that the gas canisters dumped at Weston playing field had been removed and that one of the dog poo bag dispensers  was empty. Cllr Higgins replied that she would refill the dispenser. Mr Barnsdale made comment that Persimmon had been observed pumping out water from properties on the High road development.  He also voiced his concerns that a van was being parked on a regular basis at the top of Broadgate/High road junction. It was pointed out that this would be a police matter. Mr Barnsdale made comment that the football matches now taking place at Weston playing field were a success but he was concerned that following one match vehicles left via the Broadgate/Beggars Bush junction. Again it was pointed out this was a police matter. Mr Barnsdale also congratulated the Weston Consolidated charity on its new development on the High Road.

23.177 Matters Arising

The clerk as agreed at the previous meeting circulated copies of invoices paid, bank statement and cheque book should any Cllrs wish to inspect them.

23.178 Correspondence

e-mail received from SHDC to advertise its Chairman Andrew Woolf’s charity quiz night on Thursday 23rd November 2023.

 

 

23.179 CSW/SID

The chairman reported he had received information from Cllr Bellamy that a new SID unit had been dispatched from the supplier to replace the faulty unit.

Cllr Higgins reported that the CSW continues to operate , however one of the volunteers has left.

23.180 Weston Playing Field

The clerk reported the ASBO officer from SHDC had visited the playing field and had found nothing to report although the dark nights and inclement weather is helping to alleviate the problem.

23.181 Weston Hills Playing Field

The clerk reported that he was due to meet with Diane Fairchild the tree preservation office from SHDC on Thursday 9th November at 11am during which she will give an assessment on the trees at the playing field.

23.182 Planning Applications

Notification of applications for consideration available via the SHDC website.

H22-0716-23  H22-0772-23  H22-0684-23  H22-0786-23  H22-0763-23  H22-0769-23 Approved by SHDC.

H22-0750-23 Land South-East Broadgate Weston, Refused by SHDC. The clerk brought this application to the attention of the meeting as this application had been refused by SHDC planning on the grounds it was outside the building area.

H22-0894-23 Adjoining 2, Fengate Drove    No Objections.

23.183 Proposed presence on Facebook

Cllr Bunder proposed that the parish council should have a presence on Facebook. After discussion it was agreed Cllr Bunder would look into this and then report back to the council.

23.184 s106 Update

The clerk reported he had received information from Cllr Brotherton that a letter has been sent to the National Grid to confirm that the parish council wish to proceed with the connection of electricity to Weston playing field. Confirmation is now required from LCC Highways as to when they will allow the closure of Small Drove for the work to proceed.

 

 

23.185 Outer Dowsing Wind Farm

Cllr Pennington informed the meeting that the Outer Dowsing substation will be located at Surfleet. As such the parish council has no objections and the clerk will inform the relevant planning department of this fact. However Cllr Pennington also said that there are plans for National Power to erect a substation on Weston Marsh with extra power lines.

23.186 Finance Report

The financial report to 31st October 2023 having been circulated was taken as read and its contents noted. Please see accompanying report.

23.187 Budget 2024/25 S137 Grants Precept

It was agreed to move the item into closed session.

23.188 Meeting Dates 2024

The clerk displayed proposed meeting dates for 2024. There were no objections to the dates suggested.

23.189 Items for Discussions

Cllr Pratt asked if there had been any progress with repairs to the light on the corner of Small Drove. Dist Cllr Casson said he had reported it to SHDC.

The Chairman said that he had reported to Dist Cllr Gibson the condition of the state of the road between Broadgate south and Delgate Bank which has been churned up by heavy traffic.

Cllr Pennington said he had contacted the drainage board to ask about dredging in the river Welland and was told it will take place in the New Year.

The clerk had brought to the meting the poppy wreath which will be laid at the Lychgate on behalf of the council by Cllr Pratt on Remembrance Sunday.

23.190 Date of Next Meeting

             Monday 4th December 2023 at Weston Hills Village Hall 7:30pm.

         

Dist Cllrs and members of the public left the meeting.

The meeting then went into closed session.
