WESTON PARISH COUNCIL
Minutes of meeting held on Monday 3rd August 2026 at Weston Community Centre Commenced at 7.30pm.
Present: - Cllrs, Brotherton, Bellamy, Casson, Constable, Dicks, Halgarth, Mather, Mews, Pennington and the Clerk/RFO.
In Attendance: - Twenty-four members of the public.
The chairman welcomed everyone to the meeting and informed those present that the meeting was being recorded and asked that everyone refrain from using their mobile phones.
Those present observed a minutes silence following the recent passing of Chris Dark who was a Parish councillor from 2021 to 2024.

26.111 Minutes of Parish Council Meeting held on Monday 6th July 2026
Minutes of the meeting having been circulated were taken as read by the Chair and signed as a true record. Proposed AC, seconded BH, unanimous vote in favour by those who were present at that meeting.
26.112 Public Forum
A resident representing four other residents from Walter Dring Way reported that there had been instances of drug dealing outside their properties. These have been reported to the police. Cllrs Bellamy and Casson said they would speak to the team at SHDC that deals with ant-sociable behaviour to see what might be done.
A resident asked about progress on the cutting of hedges and bushes in Small Drove and on the main A151 with its junction with the High Road. The Clerk said that Small Drove had been reported to LCC via “Fix my Street” and that works are scheduled to take place. On the subject of the A151 County Cllr Gibson said he would report it to LCC.

26.114 Correspondence
email from a resident voicing concerns regarding the cutting down of trees at Weston Hills playing field. Dealt with under agenda item.
26.115 Changes to Waste Collections in the Parish by SHDC
The chair suspended standing orders to allow a representative of the SHDC waste transformation team to speak to those present about changes to waste collections scheduled for October 2026. Councillors and members of the public asked numerous questions about the scheme after which the chair re-instated standing orders.

26.118 Weston Playing Field
The application by Holbeach RAF cadets to use the playing field was discussed. It was agreed to grant them access to the playing field at a cost to them of £10 per session. It was also agreed to use the agreement provided by the RAF cadets. Proposed AC, seconded IP, unanimous vote in favour.
Cllr Bellamy spoke on the matter of the first draft of the DPIA for the CCTV. It was agreed on Cllr Bellamy's recommendation that she would contact SHDC to clarify what needed to be included in the document and report back at the next PC meeting.
Cllr Bellamy informed the meeting that she is organising meetings with three companies who have been invited to quote to provide fencing around the play area. Cllr Bellamy will forward on to councillors details of the dates and times of the meetings should councillors wish to attend.
Incidents of ant-sociable behaviour have been reported to the PC. An assault on a teenager and the theft of the four “dog” signs. It was agreed that the Clerk/RFO would order new signs to replace those stolen and that going forward the Clerk would log on to the CCTC weekly to check they are in place. Proposed AC, seconded IP, unanimous vote in favour. On the matter of the assault it would appear that it has not been reported to the police. The resident would need to report it to the police who would then request to see the CCTV footage. The PC is not allowed to give members of public access to the CCTV footage.
26.119 Weston Hills Playing Field
The climbing frame at the playing field has been damaged due to suspected anti-sociable behaviour. Cllr Dicks asked if the damage had been reported to the police. The chair said that to her knowledge it had not been reported and the Clerk confirmed that he had not reported it to the police as such a decision was for the Parish Council to make not the Clerk. A quote to repair the damage has been received from Kompan however it was agreed that the Clerk/RFO would contact the PC’s own maintenance company for a quote as the Kompan quote was felt to be high.
The recent cutting down of the trees was discussed and it was agreed that the PC should look to replace them. Cllr Casson reported that he had spoken to the drainage board who are offering to plant trees in the area. It was agreed that Cllr Casson would contact the Drainage Board with a view to obtaining some new trees. Slow growing trees such as Beech, Ash and Oak would be preferred. Cllr Casson then reported on pollarding work on the tree by St Johns church in the church grounds. It is likely this tree will have a tree preservation order (TPO) placed on it.
26.120 SHDC Car Park at Weston Hills
Cllr Bellamy reported that she is waiting on a response from Dist. Cllr Bingham to arrange a meeting to discuss the potential sale of the car park by SHDC. It was therefore agreed to add this to the agenda for the next meeting.
26.121 Weston Burial Ground.
Progress with the consecration of the new burial ground is going well. The next step for the Parochial Parish Council is that after the petition is signed, it then goes back to the registry who will then petition the bishop to perform the consecration.
26.122 Planning Matters
H16-0692-25. Although outside the parish it was agreed to comment on the planning application for a supermarket on land south-east of the Springfield’s roundabout. Councillors were concerned about traffic exiting the site onto the A151. Proposed CD, seconded PM, unanimous vote in favour of submitting a comment to SHDC (excluding declared interest (AC)).
26.123 Finance Report
The financial report to 31st July 2026 (Please see accompanying report) having been circulated was taken as read and its contents noted. Proposed BH, seconded IP, unanimous vote in favour.
The Clerk/RFO informed those present that the PC now has a gov.uk email address (clerk@westonparish.gov.uk) as recommended by the external auditor. The old email address will work in tandem with the new one until the old email can be deleted.
26.124 Items for Inclusion on the Agenda for the next meeting
Cllr Constable asked if there was any progress on repairs to the Weston Hills village sign. Cllr Casson said that he had cleaned the brass plate and that work on “pointing up” the brickwork had been done that day.
Cllr Halgarth said that he would soon be starting renovation work on the bench on the green space in Weston Hills.
Cllr Casson asked that the Defib. case at Weston Hills village hall be put on the agenda as it is in need of repair or replacing.
Cllr Brotherton asked that the Business tenancy at the allotments be included on the agenda.
Cllr Bellamy asked that “Emergency Response Plan” be added to next month’s agenda.
Cllr Dicks asked that the CSW and the location of the CCTV cameras be put on the next agenda.
26.125 Date of Next Meeting
Monday 7th September 2026 7:30pm at Weston Hills Village Hall.
There being no other business the chair thanked everyone for their attendance and closed the meeting at 9:33pm.
